مسؤولون في وزارات ومؤسسات حكومية يطلبون من ديوان الخدمة المدنية تعيين اشخاص من محافظات معينة لملء شواغر وظيفية رغم عدم حاجة هذه المحافظات للتعيين. وقالت مصادر مطلعة انه في حال رفض الديوان يكرر المسؤولون الطلب حتى تتم الاستجابة لهم ويعين الاشخاص في مركز الوزارة او المؤسسة الحكومية وليس في المحافظة التي طلب منها.. المصادر طالبت بان يكون التعيين على مستوى المملكة لتحقيق العدالة.
