ذكرت صحيفة فاينانشال تايمز الثلاثاء أن البنك المركزي الأوروبي رفض دعم دفعة بقيمة 140 مليار يورو (162.53 مليار دولار) لأوكرانيا، مما يقوض خطة الاتحاد الأوروبي لتقديم "قرض تعويضات" مدعوم بأصول روسية مجمدة.

وأضافت الصحيفة نقلا عن عدة مسؤولين أن البنك المركزي الأوروبي خلص إلى أن اقتراح المفوضية الأوروبية ينتهك تفويضها، مما يزيد من الصعوبات التي تواجهها بروكسل في جمع القرض بضمان أصول البنك المركزي الروسي المجمدة في يوروكلير، مستودع الأوراق المالية البلجيكي.
