أقرت اللجنة المالية والاقتصادية في مجلس الأعيان، برئاسة العين الدكتور رجائي المعشر، اليوم الاثنين، مشروع قانون تنظيم الأصول الافتراضية لسنة 2025، كما ورد من مجلس النواب.
جاء ذلك خلال اجتماع حضره وزراء الدولة للشؤون الاقتصادية مهند شحادة والدولة للشؤون القانونية الدكتور فياض القضاة والاقتصاد الرقمي والريادة المهندس سامي سميرات، ونائب محافظ البنك المركزي زياد غنما ورئيس مجلس مفوضي هيئة الأوراق المالية الدكتور عادل بينو ورئيس وحدة مكافحة غسيل الأموال وتمويل الإرهاب سامية الشريف.
وجاءت الأسباب الموجبة لمشروع القانون بهدف تنظيم الأنشطة المرتبطة بالأصول الافتراضية وتحديد الأنشطة المتعلقة بها والإشراف والرقابة عليها وحماية المتعاملين بها بما يضمن تحقيق التوازن بين دعم الابتكار التكنولوجي والحفاظ على الاستقرار المالي والاقتصادي مع الالتزام بالمعايير الدولية، خصوصا تلك المتعلقة بمكافحة غسل الأموال وتمويل الإرهاب.
كما يحدد مشروع القانون مهام وصلاحيات هيئة الأوراق المالية في تنظيم هذا القطاع بما يشمل منح التراخيص وضمان التزام مزودي الخدمات بالمتطلبات القانونية واتخاذ الإجراءات الرقابية اللازمة.
